  • Committee Reports
    • ProActive Business –hospital BMP Guide will be presented by Camille Martin and Lisa Brown of Ecology Toxics Reduction program in February.  Number of IGC visits conducted during October not available
    • Potential Contaminant Source Inventory Update – there are a few stragglers!  your review/response to the 2004 PCSI, whether  corrections, deletions, additions – are needed now.
    • Household Contaminant Disposal – pre-planning meeting with RSVP 10/14/05; Fire District 1 is glad and willing to host contaminant turn-ins during Saturdays in April
    • Education & Awareness – aquifer presentation to Leadership Spokane Class of 2006, 47 participants on 11/4, to Master Gardeners on 11/16, Spokane S.C.O.P.E. on 11/17
    • Website – total website sessions for October 2005 = 1506
    • Emergency Planning –November 9th Roundtable on recent Contamination events summary attached
  • PROGRAM LEADER REPORT – Julia McHugh

Guest Speaker – Mr. Dick Martindale, Panhandle Health District, to discuss issues and policies concerning the Rathdrum Prairie portion of the aquifer.

1)  Underground Injection Control (UIC) Program Draft Rule Workshop – reminder the meeting is Friday November 18th, Spokane Falls Community College, W. 3410 Ft. Geo. Wright Dr., Student Union Bldg, Lounge AB, 2:30 – 4:30 p.m.  “The purpose of the UIC Program rules is to protect ground water by regulating the discharges to UIC wells.”

3) Irvin Water District’s neighbor, Lawless LLC (Arrow Asphalt/RPI) asphalt plant – GeoEngineers report is not seeing contaminant translocation, as reported to Dept. of Ecology.  Hearing @ City of Spokane Valley did not take place, settlement negotiation in process; Irvin attorney has proposed additional mitigation, waiting for reply

4) Aquifer Protection Council – meetings for November and December have been cancelled by the Regional Health District

5) ID/WA Aquifer study – Policy Advisory Committee meeting Nov 14th to plan the next public update meeting to be held in January 2006; providing a venue for outside groups (Sierra Club, Lands Council etc.) will be discussed

6) Model Irrigation District Open House on Nov 2nd celebrated their receipt of a $225,000 grant from the Bureau of Reclamation, which will be applied to SCADA system radio read meter upgrades.  They are eager to share their experience with other districts on the grant application process

7) Mark your calendars to attend one of the formal Facilities Security/Emergency Preparedness/Response Training sessions for all Group A purveyors at the Spokane County EOC in December.  Tuesday, 12/13 from 9 am to noon or Wednesday, 12/14, from 5 pm to 8 pm.  There will be no charge for the class. DOH/DDW is working to apply for CEU’s.
