5.  WELLHEAD PROGRAM IMPLEMENTATION PLAN

  • Committee Reports
    • ProActive Business October IGC Business Visit report not available until Tuesday Nov 17th (Intern out of town)
    • Potential Contaminant Source Inventory Update – Thirteen of twenty member Districts have returned corrected version of their respective PCSI update list.  For the remaining seven, please and fax or email corrections to Julia at your earliest convenience.  Expect an overall updated list before the end of 2003
    • Household Contaminant Disposal –  October disposal campaign results: Media coverage: 46 TV, 35 radio spots and 4 print ads were run, and banners placed at each Transfer Station; Retired Senior Volunteer Program picked up from 3 households with 2 pickups pending; Recycle Hotline for October had 61 calls up from 42 in 2002. Spokane Regional Solid Waste System reports an overall increase of 10% from last year:

    • Education & Awareness – letter sent to property owner for possible mural location; Ecology 319 Grant work plan nearly complete
    • Website – total website visits for October 2003 = 1364.    Redesign and review by members complete, site launched 11/13/03.  Have a look at your new website:  www.spokaneaquifer.org and download your very own Aqua Duck poster!
    • Emergency Planning – no activity to report
    • Ms. Kathy Small –  report on Ice Age Floods Field Trip in October

Guest Speaker – Michele Vasquez, Department of Health, Division of Drinking Water.  Topic:  Interpretation of HB1338, water conservation requirements for Water Districts

a)    Aquifer Atlas reprinting – next Atlas revision meeting December 3rd.   Landsat image purchase, georeferencing and change mapping cost of $1200 being made possible by Education Subcommittee

b)    Spokane County Critical Areas Ordinance –changes approved by Planning and County Commissioners, a few edits to be completed by County Planning staff, expect it to be posted to County website by November 3rd

c)    Idaho/Washington Aquifer Study –   President signed $500,000 appropriation; MOU signing ceremony being planned for December 11th; very few comments on draft MOU, therefore it’s not expected to change much

d)    On 11/12, Coeur d’Alene Basin Commission approved the 2nd 1-yr work plan with 70% funds for work on the ground, primarily to clean up residential yards in upper basin; the 1st work plan was for a 3-year duration, the funds allocated to studies in the lake; this scope of work is ongoing.  Planning group is addressing streambank issues and resulting scope of work
