5.  WELLHEAD PROGRAM IMPLEMENTATION PLAN

  • Committee Reports
    • ProActive Business – Ecology Report: “Completed approximately 35 visits since the last report to SAJB.  We have only seen minor violations of the dangerous waste regulations. We have focused on automotive and auto body shops. The evaluations have been good with the average being 4.6 out 5 (5 being the highest mark).  We anticipate doing about the same amount of visits next month.  Terri Miller will also be doing some visits too.”
    • Potential Contaminant Source Inventory – Hard copy database and maps to be redistributed for those Districts with changes; Meeting with Stan Miller –future updates and data sources discussed; informed the annual Aquifer Sensitive Area (ASA) fee paid by county property owners will sunset in 2005 – soliciting SAJB Membership views/ideas of renewal
    • Household Contaminant Disposal – budget meeting postponed
    • Education & Awareness – Aqua Duck promotional materials under development; ~20 minute video available of live Aqua Duck performance; Virtual Field Trip under development; assembling mailing list of science teachers and pertinent EALRS and WASL (WA State educational goals/standards) so as to directly market Aqua Duck and VFT; decision to not publish two poster contest entries – graphics very difficult to discern;
    • Emergency Planning – Water Quality Emergency Coordination questionnaire redistributed – please complete by end of November; SAJB consider purchase of quantity of generic door hangars for emergency events. Extra Dept of Health Emergency Response folder
  • PROGRAM LEADER REPORT – Julia McHugh

a) GUEST SPEAKER:  Deb Bisenius, Chemist @ City Wastewater Treatment Plant

b) Does the SAJB wish to cost share with IESS and SRC4 for microphone and speaker set-up $750 value on sale for $600.  He asked SRC4 and they said they’d pay half.  And Lynn says that rather than fix the old system the City would buy the “cordless” mike system ($100 value) for the new system if the choice is made to abandon the old system.  Cost to SAJB would be $200.

c) Ice Age Floods Institute membership offer – Ice Age Floods Institute membership 2003 acknowledged – newsletter received, will support broad effort to showcase floods, which in part created the Spokane/Rathdrum Prairie Aquifer; working w/ National Park Service to establish a multi-state Ice Age Floods Geologic interpretive tour

d)  Watershed Resource Inventory Analysis WRIA – Oct. 23 meeting – progress report by Golder on instream flow work in Little Spokane River, and discussion of future instream flow work in Spokane River & possible collaboration w/Avista.  Next meeting November 20th.

e) Rathdrum Prairie/Spokane Valley Aquifer joint study – no news

f)  Washington Citizens Advisory Committee – no news

g) Safe Water Coalition of Washington State – reports 5 Pierce County utility districts are suing Tacoma-Pierce County Board of Health for their decision to mandate fluoridation in Pierce County
