5.  WELLHEAD PROGRAM IMPLEMENTATION PLAN

  • Committee Reports
    • ProActive Business – comments incorporated into Best Management Practices Guide for hospitals and dental clinics w/in hospitals, sent to Olympia 4/21 for final edit/formatting/printing of initial 200 copies (may issue on CD), available ~ end of May, will be distributed to hospitals w/in state, other states already requesting document
    • Potential Contaminant Source Inventory Update – all but two district 2004 PCSI candidate lists returned – will forward all district’s lists to contractor asap
    • Household Contaminant Disposal – contaminant pickup at each of 4 fire stations on 4 Saturdays in April:
    • 4/2 – low turnout event, 4/9 – 3 trips to transfer station, 4/23 – 6 trips to transfer station; (bulk of waste is leftover paint in gallon cans); 4/30 event at Otis Orchards Fire Station on E. Wellesley; Household Haz Chem. brochure reprinted, distributed to all Districts; to be inserted in 70,000 City of Spokane water bills, Vera to mail out ~9,000
    • Education & Awareness – presentation to Washington Lake Protection Assn 3/31; presentation to residents of Rockwood Forest Estates 4/5; meet with Scott Stowell, Science Curriculum Development, Spokane SD 81 on 4/25 re: live VFT presentations in classrooms; continued strong interest in Aquifer Atlases; booth at 4/23 Earth Day Riverfront Park; many visitors informed about Aquifer, BNSF leaks; Thanks again to VERA for providing the aquifer model!
    • Website – total website sessions for March 2005 = 1,037
    • Emergency Planning – attended 4/14 Local Emergency Planning Committee overseeing hazardous materials transportation and storage, aquifer presentation to this group 5/12;
    • Risk Communication Workshop for purveyor staff  Wed. April 27, 2:00 – 4:00 p.m., Millwood Town Hall Council Chambers by Spokane Regional Health District
  • PROGRAM LEADER REPORT – Julia McHugh

GUEST Speaker – Mr. Rob Corcoran, P.E., Chairman, Palouse Basin Aquifer Committee (Moscow/Pullman), to address challenges of forming a committee and managing a bi-state aquifer resource

 1) Idaho/Washington Water Purveyor Gathering – Thursday June 2, Coeur d’Alene City Hall N. 710 Mullan, 10:00 a.m. to noon – notice to be sent soon – please plan to come meet your counterparts in Idaho!!!

2) ATTACHED! Emergency Notification List for Spokane Rathdrum Prairie Aquifer accidents/ spills/ contamination – result of multi-agency meetings with interest in aquifer protection (preliminary name: Aquifer Protection Council).  A reference of existing regulations and authorities is being compiled, to see if all aquifer protection bases are covered and by which agency

3) ID/WA Aquifer study –Policy Advisory Committee – no meeting, no news

4) Spokane County Aquifer Recharge Feasibility Analysis draft 2 expected by end of May; County consultants HDR, Boise office, is reviewing existing regulations on aquifer recharge, other states’ recharge regulations; feasibility to do aquifer recharge; siting issues including wellheads, capture zones, soil conditions; report will also summarize existing technologies applied to groundwater recharge with treated wastewater

5) Friends of the Aquifer – no news

6) Guest Speaker for May 26 – Deana Taylor, Dept of Health, Division of Drinking Water, to present policy for water use efficiency, DRAFT rule language will not be ready by meeting date
