5.  WELLHEAD PROGRAM IMPLEMENTATION PLAN

  • Committee Reports
    • ProActive Business – Ecology intern began work July 15th.  Focus will be on automotive and auto body shops, secondarily on Dry Cleaners and Dentists; estimate 40 businesses visited per month in Spokane County through the end of August
    • Potential Contaminant Source Inventory – letters to businesses mailed July 10th overall database and revised maps available to all Districts soon
    • Household Contaminant Disposal –waiting on data from Regional Solid Waste to determine if increase in contaminants turned in as a result of HCD event.
    • Education & Awareness – public survey complete, draft summary distributed for comment to all Districts, draft on-line survey under review; two new Aqua Duck proposals under consideration; consideration of alternatives to Kid’s poster contest and Children’s Theatre undertakings
  • Program Leader Report – Julia McHugh

a) Delivered road signs to DoT July 9th.  No response yet from Idaho Department of Transportation to post same or similar sign on Westbound I-90 at the stateline.

b) Potential Contaminant Source Inventory letters to businesses mailed July 10th.

c) Watershed Resource Inventory Analysis WRIA – additional review of Decision Making and Voting Process; proceeding with contract for Step A of Little Spokane River Instream flow work

d)  Rathdrum Prairie/Spokane Valley Aquifer joint study – funding approved by House, on to the Senate

e) Request to Idaho Dept. of Environmental Quality for a contact list of North Idaho purveyors

f) Co-taught the Modern Electric & Water Co.-sponsored  “Kids in the Creek” with WQMP staff Bea Lackaff at Liberty Lake Park, Tuesday, July 16th.

g) Ecology proposed rule for Aquifer Storage and Recovery (ASR)– public comment period and hearings on draft rule held during August 2002.  Storing or ‘banking’ water underground for use in drier seasons.  This rule will establish standards for review of ASR projects.  Website for details: www.ecy.wa.gov/programs/wr/asr/asr-home.htm

h)  Washington Citizens Advisory Committee – Board, Officers and Facilitator in place; draft Record of Decision to public due by mid-August

i)  First phase of  AWWA Research Foundation study – complete questionnaire; study purpose is to measure/demonstrate the benefits of wellhead programs; Spokane is one of ten national programs selected to participate in the study.

j) SAJB’s nomination for the E. Benjamin Nelson Government Service Award forwarded to the Groundwater Foundation on July 12th.
