5.  WELLHEAD PROGRAM IMPLEMENTATION PLAN

  • Committee Reports
    •  ProActive Business – SEPTEMBER IGC Business Visit report and intern narrative attached
    •  Potential Contaminant Source Inventory Update –Districts have received and are asked to review changes to PCSI list and fax or email corrections to Julia.  No maps will be generated with this interim update
    •  Household Contaminant Disposal –  October disposal campaign in place; tv, radio and print ads are running, as well as banners placed at each of three Transfer Stations; this is a repeat of cooperative efforts with Spokane Regional Solid Waste System and Retired Senior Volunteer Program.  As of 10/22, 3 pickups completed; Recycle Hotline averaging 13 calls/day
    •  Education & Awareness –  see Aqua Duck poster (at:  www.spokaneaquifer.org/test) under consideration for use as full color11” x 17” poster, black& white for coloring, and other graphic uses.  Draft revision of Ecology 319 Grant work plan in progress.  EWU students are back and Aqua Duck is again available for performances
    • Website – total website visits for September 2003 = 1330.  The Virtual Field Trip remains the most popular viewed portion of the website with most viewer referrals directly from our website; redesign under review by Website and Education Subcommittee members; revisions will follow.  View at www.spokaneaquifer.org/test
    • Emergency Planning –  draft Mutual Aid Agreement completed
  • PROGRAM LEADER REPORT – Julia McHugh

Guest Speakers – Darrel Nice & Dave Moss, Tetra Tech/KCM ,  addressing Vulnerability Assessment preparation

 a) Aquifer Atlas reprinting – Atlas revisions proceeding as planned.  To update the Atlas Landsat image, a purchase of the data must be made for $650 and $500 to process and geo-reference the image

 b) Spokane County Critical Areas Ordinance –changes approved by Planning and County Commissioners, a few edits to be completed by County Planning staff, expect it to be posted to County website by November 3rd

c) Idaho/Washington Aquifer Study –  A draft of the MOU between the states and the USGS for management of the SVRP study available at https://www.idwr.state.id.us/about/SVRP%20MOU%201.2.doc  Management Committee consists of Cyndi Barton & Kathy Peter, USGS, René-Marc Mangin & Keith Stoeffel, DOE, and Hal Anderson & Bob Haynes, IDWR.  Send comments by November 3 to Bob Haynes, bhaynes@idwr.state.id.us,  208 769-1450

 e)  Two workshop presentations @ GreenZone Fall Event, October 11th.

f) AWWA Research Foundation – ‘Costs and Benefits of Wellhead Protection Programs’ – submitted to AWWA Sept., review back by mid-November, publish 6 to 9 months after that, approximately late summer 2004 to receive a final report
