WELLHEAD PROGRAM IMPLEMENTATION PLAN

  • Committee Reports
    • ProActive Business – hard copy of hospital BMP Guide in final review by Camille Martin, should be issued win 2 weeks.  They conducted 27 IGC visits during September
    • Potential Contaminant Source Inventory Update – your review/response to the 2004 PCSI, whether corrections, deletions, additions – are needed now.
    • Household Contaminant Disposal – pre-planning meeting with RSVP 10/14/05; Fire District 1 is glad and willing to host contaminant turn-ins during Saturdays in April
    • Education & Awareness – Aqua Duck comic book Issue 2 being finalized; artist selected for 2 interpretive signs; contract partnership with KSPS Channel 7 for ’05-’06; a new Aqua Duck costume is available for use in schools and public events; aquifer file folder being distributed to all students K-12 over the Aquifer in Idaho and Washington
    • Website – total website sessions for September 2005 = 1274
    • Emergency PlanningProposed: November 9th Roundtable –Spokane Regional Health District emergency response staff John VanSant is willing to gather various county staff (health and law enforcement) who had involvement in the recent contamination events to discuss the various events that resulted, the location would be Emergency Operations Center east of SCC

Steve Skipworth – discussion issuance of conservation rule.  The following agencies issue conservation-related messages to the public:  Dept. of Ecology, Spokane County Conservation District, WSU Ag Extension, Green Zone (Spokane Regional Solid Waste System), Dept. of Health, Division of Drinking Water – water use efficiency, City of Spokane- Water Stewardship

1) Hauser Water Association contamination event (per Steve Tanner, IDEQ) – eastern section of system affecting 104 residences; City of Spokane Water Department heroes Paul Charbonneau, Bob Glasser and Mike Wilhelm assisted with cleaning, disinfection and flushing of tank; it’s first cleaning in 14 years. (See attached photo) Tank did not have a proper cleaning system (or draining system), required draining through the water main and through a fire hydrant, used fire truck to wash tank, which had wall down center, with half the tank getting no turnover.  Looking at tank modification to resolve and investment in a standby chlorination system; formed subcommittee to develop source water protection plan.

2) Irvin Water District’s neighbor, Lawless LLC (Arrow Asphalt/RPI) asphalt plant – business has not settled with Dept of Ecology enforcement action, hearing is expected after Nov.10.

3) Aquifer Protection Council meeting was rolled in to the ‘Agency Bi-State Aquifer Protection Coordination Meeting’ on 9/18.  Avista presented details on the North Spokane Diesel Release, Guy Gregory updated the Idaho-Washington Aquifer study progress, Gary Stephens, IDEQ discussed the proposed dredging project at Blackwell Island and updated on the BNSF Refueling depot oversight.  Dick Martindale, Panhandle Health, addressed what Kootenai County is doing to implement their existing aquifer protection programs via implementation of a user fee, allowing the hiring of staff.  Rob Lindsay presented applicable elements of Spokane County’s Critical Aquifer Recharge Area ordinance.  Lloyd Brewer and Gary Stephens discussed existing groundwater anti-degradation policies and laws.

4) ID/WA Aquifer study – Policy Advisory Committee – beginning to plan the next public update meeting to be held in Jan 2006

5)  Dave Enos, formerly with GeoEngineers, is now with URS Engineers and will continue to represent the Spokane Industrial Park on wellhead protection matters.  His interim contact info:  denos7836@aol.com, cell 290-0567.

6) Pat Blau is no longer with Kaiser Aluminum.  His interim replacement is Ms. Gina Dempsey-Chaparro, gina.dempsey-chaparro@kaisertwd.com, 927-6122, cell 290-2530

7) Congratulations to Model Irrigation District in receiving a substantial grant from the Bureau of Reclamation, which will be applied to SCADA system radio read meter upgrades

8)  Our November guest speaker is Dick Martindale, Panhandle Health District, to discuss N. Idaho Aquifer protection legislation & funding
