  • Kaiser Mead withdrawal from SAJB membership

5.  WELLHEAD PROGRAM IMPLEMENTATION PLAN – 2004 Year-end report attached

  • Committee Reports – 2005 Budgets set by Subcommittees; awaiting information on costs prior to finalizing Household and PCSI budgets
    • ProActive Business – meeting with waste management manager for Deaconess & Valley Hospitals has not happened, waiting for administrator response; still working on BMP Guide, estimate draft ready for distribution/review by January SAJB meeting
    • Potential Contaminant Source Inventory Update – budget established, will proceed with drawing up contract for Y2004 database and map update, to include 3 new purveyor wells, their capture zones, and the businesses within the capture zones
    • Household Contaminant Disposal – exploring augmentation of April Spring Greening by establishing contaminant pickup at certain fire stations on each of 4 Saturdays in April; pricing reprinting of Household Haz Chem. brochure for broad distribution
    • Education & Awareness – continuing to distribute Aqua Duck comic books; KSPS planning student and adult workshops; check on place mat map distribution by wholesale grocer; Aqua Duck costume, script, bookings in progress
    • Website – total website sessions for November 2004 = 2782
    • Emergency Planning – contact with Bill Hansen, Local Emergency Planning Committee overseeing hazardous materials transportation and storage; contact Paul Chase, Fire Dist 1 Fire Marshall;

GUEST Speakers – Mr. Dan Sander and Mr. Craig Reilly, Department of Health, Division of Drinking Water, to discuss water reuse issues within the state

1) ID/WA Aquifer study –Policy Advisory Committee planning for Public Meeting January 27th meeting 6:30 – 9p.m. @ Templin’s; Agenda: update on what’s been done already toward the bi-state aquifer study, computer modeling efforts, study funding outlook, etc.

2) Aquifer Atlas reprinting – 3rd draft comments being incorporated, visit to printers on 12/15/04, printing expected to follow soon thereafter

 3) Friends of the Aquifer – F.Y.I., listing of Idaho water rights issued, 2002-2004

 4) Dept of Ecology Underground Injection Control rule making – per Bill Rickard: Ecology UIC – Rule Revision Activity.url https://www.ecy.wa.gov/programs/wq/grndwtr/uic/rule_rev.html, contains adobe acrobat file from power point, same as presented 11/16/04; Eastern WA stormwater manual standards allows for local rules due to local stormwater conditions; local jurisdictions in Spokane County meeting to flesh out regional stormwater manual; City of Spokane Valley proposing making stormwater swales 40% smaller, based on swale to handle but not treat.  Proposed reduced design does comply with stormwater manual parameters. City of Spokane and Spokane County not opposed to smaller swale sizes, but concerned about water quality issues; UIC formal rule-making starting Jan ‘05, along with public comment period; Final rule expected in June 2005.  If questions call Bill Rickard @ 625-6533

5) BNSF Refueling Depot Leak  – 12/11/04, as reported on KPBX:  leaking pipe carrying various materials detected upon routine maintenance; trench 32’ deep dug and 200 cu yd material removed; no indication it has reached aquifer level

6) January 27,  SAJB Meeting Guest Speaker – waiting to hear back from Bruce Rawls, County Utilities Director, to discuss the recently passed ballot item for Aquifer Protection Area fees, the estimated funds and their planned use(s).
