  • Committee Reports
    • ProActive Business – 8 Increased Generator Contact visits conducted by Ecology during December, including two hospitals.  BMP manual for medical facilities is available in paper format – CD format expected; requests from infirmary manager @ Silver Mtn., IDEQ, & Panhandle Health District for BMP.  From list of 2005 IGC ‘good guys’ visits, SAJB letter & aquifer protection decal will be sent to participating businesses; work plan/budget mtg. upcoming
    • Potential Contaminant Source Inventory Update – all district lists submitted to contractor, who will enter corrections & return finished product, date unknown; work plan/budget mtg. upcoming; June 2006 is next mailing date for letter to businesses
    • Household Contaminant Disposal – work plan/budget mtg. upcoming
    • Education & Awareness – 1/14 ‘Water Day’ event @ MOBIUS Children’s included partners KSPS Ch7, Spokane County Water Resources and Dept of Ecology. VFT presentation to 7th graders at Odyssey School 1/19; Vera+SAJB booth @ Sunrise Elementary Science Fair Feb 2, 6-8 p.m.; final edits before printing on Aqua Duck comic book Issue #2 – 25,000 to be printed
    • Website – total website sessions for Dec 2005 = 864; Total for 2005 = 10,211

Guest Speakers – Mr. Scott Torpie and Ms. Denise Clifford, Dept of Health, Div of Drinking Water – to address regional issues and purveyor questions and suggestions

1) Attendance at the Dec13 & 14 system security workshops for purveyors = 37 total, key messages per DoH:

    • Purveyors need to appreciate that their facilities (and the communities that are served by them) are potential targets of people who intend to do harm.  Purveyors need to think beyond the natural (or common) events that lead of contamination.
    • There are significant resources available to purveyors to assist them in preventing an intentional act, in detecting one should it occur, and in planning the appropriate response if one should occur.
    • Local law enforcement cares about this issue, and wants to work with purveyors.

 2) The SAJB representative to the Local Emergency Planning Committee (LEPC) Is Dave Enos, SAJB rep for Spokane Industrial Park.  As hydrogeologist @ GeoEngineers he handled emergency response for client BNSF, and also has had incident command training.  He can be contacted at David_Enos@URSCorp.com  994-3807

 3) Irvin Water District’s neighbor, Lawless LLC (Arrow Asphalt/RPI) asphalt plant – Ecology settled litigation w/company.  Preventative & safety training measures put in place for staff, including aquifer awareness.  March 15 is due date for Lawless action plan

 4) Aquifer Protection Council – 1/17 meeting @ Ecology – discussion of need to maintain up-to-date contact info; the City of Spokane Critical Materials List and commonality with County list; and the Kootenai Co. “List of lists” for categorizing substances stored/used over the aquifer.  Identification of all existing jurisdictional and regulatory responsibility/authority/and reality of enforcement.  Identification of other non-agency stakeholders.  Discussion of possible grant funds to foster APC work.

 5) ID/WA Aquifer study – Public update presentation to be held January 26, 2006, 6:30 – 9:00 p.m. Poster session from 6:30 to 7:15, Short presentation, Poster session continues from about 7:40 to closing, giving you a chance to ask questions of the hydrogeologists actually conducting the study and the computer modeling.   The SAJB booth will be one of six additional information booths set up.  PLEASE plan to attend!

9) Ecology has released a preliminary draft of the Washington State Department of Transportation (WSDOT) Municipal Stormwater Permit for public comment. https://www.ecy.wa.gov/programs/wq/stormwater/municipal/wsdot.html   Ecology is accepting comments on the preliminary draft through February 21, 2006. This draft is the first step toward issuing final permits. After gathering public input on the preliminary draft, Ecology intends to prepare a final draft permit and hold a formal public comment period. Ecology will host workshops and public hearings during the formal comment period in late spring. Ecology anticipates final issuance of this permit in the fall of 2006. Comments and questions can be directed to Annie Szvetecz at aszv461@ecy.wa.gov.
