 GUEST SPEAKER – Ms. Susan McGeorge, Manager, Whitworth Water District, to address her district’s approach to implementing conservation rates and practices since ~2001.

Education & Awareness – Atlases delivered to Bureau of Land Management, Spokane office, July; KSPS Kid’s Day at Riverfront Park – Saturday August 12th 11a.m.-5 p.m. – periodic kids’ ‘winner’ ducks fished out of pond and 25 kids awarded gift Aqua Duck packs, Julia as Aqua Duck; KSPS shooting TV spots; Presentation to 40 Math/Science teachers @ Whitworth on 8/15; Placemat map graphic expenditure approved, graphics in rough draft review; two interpretive signs near completion; continued requests for more school folders; guest speaker @ Liberty Lake Kiwanis 10/18

Emergency Planning – Jim Lahde to address graffiti on water tank & follow-up w/ Sheriff’s office;

 LEPC – report by Dave Enos – TransCanada pipeline (natural gas) presentation

Wellhead Protection Area – Lloyd Brewer request for each district’s pumping data will result in new capture zone modeling to support future requests for more deliberate concentration by municipalities on aquifer protection through regulation

Conservation – newest category for reporting, watch for developments: see attached Ecology WRIA Conservation grant and notes from area ‘Conservation Collaboration’ group direction (#2. below)

Regional Water Conservation Collaboration – Aug & Sept meeting held thus far @ Ecology; attendees representing DoH, Spokane County, City of Spokane, Liberty Lake, Lands Council, Ecology, Spokane County Conservation District, Center for Justice.  First meeting notes attached, outlining existing or planned efforts.  Identified target audiences to share water conservation messages with: indoor residential, outdoor residential, indoor institutional / industrial / commercial, outdoor institutional / industrial / commercial, Pre K -12 Education, agricultural, regulatory.  Monthly meetings planned and a listserv to be established for group notification.  Next mtg early November.

 3) Aquifer Protection Council – 7/19 meeting– Geoff Harvey, IDEQ and Dick Martindale, Panhandle Health provided summaries of their aquifer protection and management responsibilities.  Panhandle Health has legislative approval to form an Aquifer Protection District and levy an $8/household fee for the purposes of aquifer protection and to collect biannual business inspection/reinspection fees, including on-site septic systems, which will fund 2 FTEs to inspect businesses.  They have 1300 business facilities in their database, with 400 requiring secondary containment.

 8/15 meeting – internship posting edited, Julia finalize and distribute to area universities & SCC.  Deadline for application is Oct 15th, intern in place by Nov 1st, , office located @ Spokane Regional Health District, oversight by SRHD, SAJB, Panhandle Health.

 9/19 meeting – discussion of presentation to Board of Health in Nov & Feb to introduce APC and follow up with report on efforts, particularly looking at existing aquifer protection ordinances and adaptations to make them more effective, including consistency between City/County Critical Materials Lists; one applicant for administrative intern position, closing date 10/15. Next mtg.Oct 17, 2:00 @ Liberty Lake Sewer & Water District with Idaho counterparts.

 4) Irvin Water District – Road Products Inc. (RPI) 400’ upstream of Well #5 (Cement Rd.), no response from City of Spokane Valley on copies of inspection reports for integrity of and fulfillment of containment area requirements; will do SOCs in Oct, declined SOC testing waiver from DoH, DDW. Regular testing results have been satisfactory, used for ~70% of water production this summer.  Ecology efforts and new manager @ RPI resulting in improved communication.

 5) Spokane County Aquifer Recharge Feasibility Analysis – per Bruce Rawls, this document will be incorporated into the Capital Facilities Plan that is in the process of being updated.

 6) Idaho/Washington Purveyor MeetingWednesday October 4th, 1:00 p.m. date cancelled, stay tuned for resetting, Location will be @ Panhandle Health District, 8500 Atlas Road, Hayden. There will also be a tour of their new facility, which incorporates native landscaping, water collection & retention, and other conservation features.

 7) Idaho/Washington Aquifer Study Conference, May 2007  – Center Place @ Mirabeau, Spokane Valley; May 8, 6-9 p.m., intro and public mtg w/ study highlights, May 9 8:30-4:30 – Water Policy May 10, 8:30-4:30 technical details of study w/hydrogeologists, explanation of model, application, outcomes, future use of model
